A Heartbreaking Closure: The End of an Era for a Bukit Merah Pre-school

Beyond Social Services (BSS) is set to close its Bukit Merah pre-school, Healthy Start Child Development Centre (HSCDC), by the end of 2025. This decision marks the end of over 20 years of service to children from lower-income families.

This closure is particularly poignant, as HSCDC was the pre-school attended by 4-year-old Megan Khung, whose tragic death in 2020 brought to light the critical need for community support. Teachers and social workers at the pre-school had tried to help Megan after noticing bruises, but sadly, the situation escalated.

But here's where it gets controversial... The closure is due to declining enrollment, a significant drop from over 50 children in 2018 to just 14 in 2024. BSS attributes this to families relocating due to housing redevelopment and the increasing availability of more affordable and accessible pre-schools in the area. HSCDC was initially established in 2002 after a community survey revealed that many children in the Henderson and Bukit Merah estates were at risk due to inadequate childcare and other challenges.

And this is the part most people miss... While more pre-schools are available, challenges persist. BSS noted that irregular pre-school attendance remains an issue. The Ministry of Social and Family Development's (MSF) Supporting Lower-Income Households Trends Report 2024 revealed that while 85 percent of ComLink+ families enrolled their children aged 3 to 6 in pre-school in 2023, only 26 percent maintained an attendance rate above 75 percent. The ComLink+ scheme, launched in 2023, provides financial incentives and support to low-income families. BSS staff observed that families face barriers like transport issues, irregular work hours, financial stress, and emotional exhaustion, which disrupt attendance.

BSS emphasizes that these challenges aren't due to parental neglect but reflect deeper structural and social issues. The organization plans to redirect its resources towards community-rooted initiatives to strengthen caregiving capacity and mutual support among families. BSS believes that reinvesting in community support can help families build routines, strengthen caregiving, and nurture children's school readiness, complementing existing pre-school services. As HSCDC winds down, BSS will engage parents and caregivers to co-design the next phase of its family support work.
